PROPOSED DRAFT VARIATION NO.2 OF THE WATERFORD CITY AND COUNTY DEVELOPMENT PLAN 2022 – 2028
Notice is hereby given, pursuant to Section 58 (7) (b) of the Planning and Development Act 2024 (as amended), that Waterford City and County Council has prepared Variation No.2 to Waterford City and County Development Plan 2022-2028.
Variation No.2 will provide new strategies and new policy objectives to guide appropriate and sustainable development as envisaged in the Development Plan along with limited changes to support the RZLT process for 2026 and will consist of the following:
1. Text updates to OPS11 in Appendix 21 Regeneration and Opportunity Sites arising from the Residential Zoned Land Tax (RZLT) process;
2. The provision of a new North Quays Planning Scheme Policy Objective
3. Amended policy objective support for Developer Lead Infrastructure
4. Provision of new settlement level Specific Development Objectives; and
5. Update of Core Strategy Policy CS 08 Local Area Planning.
A copy of the Proposed Variation, including Strategic Environmental Assessment (SEA) Screening Report and Appropriate Assessment (AA) Screening Report, may be inspected at the following locations for a 4 week period from Monday 7th September 2026:

Written submissions with respect to Variation No.2, SEA and AA Screening Reports made to the Local Authority within this period will be taken into consideration before the making of the Variation. All submissions should be clearly marked “Variation No.2”
